National Assembly launches AAR programme on women, peace and security

Senegal’s National Assembly hosted the launch seminar for the AAR programme on 1 September 2026. Its name means “Protect” in Wolof. Implemented in partnership with the Konrad Adenauer Foundation (FKA), the initiative is dedicated to women’s role in peace and security.

The meeting brought together parliamentarians, representatives of the defence and security forces, institutions, experts and civil society organisations. It forms part of a discussion on strengthening women’s presence and leadership in defence, security and conflict prevention.

Discussion on the Women, Peace and Security Agenda

Discussions focused in particular on implementing the Women, Peace and Security Agenda, linked to United Nations Security Council Resolution 1325, as well as national policies for gender mainstreaming in the sectors concerned.

The Director of Equity and Gender Equality, Astou Diouf Gueye, presented an overview including progress made, persistent challenges and steps taken in Senegal. The opening session also featured remarks by Ibou Gueye, chairman of the National Assembly’s Defence and Security Committee; Mbène Faye, president of the Network of Women Parliamentarians; as well as representatives of the FKA and the German Bundestag.

Participation and decision-making at the heart of recommendations

A session was devoted to integrating women into the defence and security forces. Colonel-dentist Khadessa Sy, Commissioner Bintou Guissé and Captain Delphine Diatta discussed progress made and obstacles that remain. German MP Diana Herbstreuth provided insight based on her country’s experience.

The discussions highlighted several areas of work: improving consultation mechanisms, mobilising resources and increasing women’s participation in decisions on peace, defence and security. A working workshop is scheduled for 17 September 2026 to further develop the recommendations resulting from the seminar.
